Spring 2014 Dr. Nicolas Ferguson & Dr. Susan Jindra Reflection… Dr. Ferguson and Dr. Jindra shared their expertise on Fiscal Planning and Facilities Management of the public school system and the Institutes of Higher Education. Assignments were designed for us to think deeper and wider on the topics of Fiscal Planning and Facilities Management. We had guest speakers who shared practical ways of budget development, share timelines and facilities planning. Local School Funding Formula (LCFF) was introduced by Dr. Ferguson. Dr. Jindra’s explanation of the step by step helped me a lot to understand many of the processes involved in LCFF My group members and I interviewed the Fiscal Director of First 5 Riverside to better understand the system of budgeting and planning for children of Riverside County. Also we interviewed the Director of Facilities Planning of the Head Start Program of San Bernardino county schools. This course helped me to be confident about budget codes in the school system, also in enhanced my knowledge. |

Identifies budgeting and accounting techniques used by school districts in support of the instructional process and considers legal requirements and public relations to the financing of education and resource allocation to achieve student outcomes. Explores facilities issues. Four hours lecture and two hours practicum.

- Investigate school finance reform efforts
- Demonstrate the concepts of adequacy and equity in response to the questions, “How Does California Rank?” and “How Much Is Enough?”
Budgeting
- Understand school district/college and local budgeting components
- Investigate reform efforts through accountability standards
- Study site/campus level budget development that includes measures to ensure goal, program and student achievement/improvement
Facilities
- Understand the components of a Facilities Master Plan
- Comprehend the criteria regarding school/campus site acquisition
- Appreciate the complexities of funding options for school/campus facility construction
